WIP 02. To Gain an Understanding of the Clinton "Scandals" and the Impeachment
This portal provides links to the FULL TEXTS of the Senate and House reports on the Whitewater, TravelGATE, FileGATE "scandals" and to documents on other of the Clinton "scandals" including the Webster Hubbell plea agreement of 1996 in the HubbellGATE section.
Much of the material in the Republican Majority Reports in the various House and Senate documents consists of allegations and accusations repeated time again and time again within the framework of explanatory theories alleging criminal behavior. To date, NONE of these allegations or accusations have been substantiated. Nonetheless, the Majority Reports had to adhere to sequences of actual events. They may carefully select and over emphasize some events, they may put the worse construction on these events or they derive the worst-possible inferences from these events, but they still must refer to actual events. For this reason,and this reason alone, they are more trustworthy than much of the contempory media coverage on the Clinton " scandals."
The Democratic Minority Reports attempt to address and discredit each allegation. For this reason, it is incumbent upon any serious reader trying to understand exactly what happened to compare each allegation and its evidence base in the majority reports to the refutation of the same allegation and its evidence base in the minority reports.
Which of the two stands up the best under careful examination?
In serious historical scholarship, the historian carefully goes back to the original sources of information on a topic in dispute to begin the critical analysis needed to validate or invalidate the truthfulness of the various claims. In Whitewater, TravelGATE, and FileGATE, much of this original material was in the written or spoken testimony that was presented or discussed during the various committee hearings.
I strongly recommend that the PDF versions of the Whitewater Senate Report, and the House TravelGATE and FileGATE reports be downloaded into your hard disk where they can be read with the Adobe Acrobat Reader. A text file is available from the THOMAS congressional site but as it took me about two weeks to learn, the text files are very difficult to search. With the exception of the TravelGATE PDF file, the PDF files on the Senate and House Reports are fairly small and can be downloaded via a modem to your hard disk in about fifteen minutes.
The exception to this is the PDF file to TravelGATE. The Republican Majority on the Clinger Committee decided they would put the Democratic Minority Report and several other vital documents in a 21.8 megabyte PDF file that takes over two hours to download via a modem. Moreover, the 700 pages containing this information are UNINDEXED and are not cited in the Table of Contents to the House TravelGATE report. My web pages in the TravelGATE section of the GATE pages contain a small finding guide. However, we are presently trying to figure out a way to break this huge file down into smaller PDF files to which we can then link and quickly download.
With the PDF file and the Acrobat Reader, you can determine what is in the Report by looking at its Table of Contents and you can quickly move to a particular page by using the GO TO command in the reader. Be forewarned, each report begins with ten or more pages which includes the Table of Contents, so you have to add the appropriate number to the page number from the Table of Contents to get to the right page (or you can just move quickly to it by paging). It is possible to copy text and graphics from the PDF file to your word processor.
